Thai Foreign Minister Kasit Piromya will “launch a more comprehensive program for the Myanmar people in the camps, the displaced, the intellectuals who run around the streets of
Bangkok and Chiang Mai province, to return to Myanmar after the
elections.” 

Accompanying the article is a picture of the displaced running around the streets. Thailand's contempt for foreigners, disregard for its obligations and its refusal to upset its resource rich neighbour is at least consistent.
